John A. Shjarback, associate professor in Rowan’s Department of Law & Justice Studies was honored by the Police Section of the Academy of Criminal Justice Sciences (ACJS) with the “Best Policing Book” award for “Chasing Change in Camden: Police Reform in One of America’s Most Violent Cities.” The award was presented during the ACJS annual meeting on March 5 in Philadelphia.

The award recognizes “a significant book publication that has substantially contributed to the understanding, development or practice of policing,” celebrating authors whose work offers fresh insights, research and innovative perspectives on law enforcement.

“Chasing Change” examines Camden, New Jersey’s police reform efforts following the 2013 dissolution of the police department and the creation of the Camden County Police Department. In it, Shjarback explores the successes, challenges and evolving practices of an agency tasked with rebuilding public trust amid decades of high crime and strained community relations.

With a focus on understanding organizational and environmental factors that shape police behavior, Shjarback has built a career using data and research to improve policing and promote justice system reform. His research has helped shape policy discussions on use of force and officer-involved shootings throughout the region.

A member of the American Society of Criminology and the American Society of Evidence-Based Policing, Shjarback previously received the ASC Division of Policing's Early Career Award in 2021.
